How to: build arms???

HI People
Having a problem. Got my weights and doing fine with loads of water and good diet. However my biceps aren't growing?? :(
Triceps and forearms are looking alot bigger and also my pecs but my biceps look "thin". I think my forearm is prob bigger than my bicep.
What exercises could i do to pin point biceps.
